This Mars Army Colonel was an officer and then colonel in the Mars Army. In 2071, he was in charge of Cherious Medical.
The Colonel decided to cover up the nano-machine project at the facility when Vincent Volaju escaped and stole a large batch of them. He ordered both Volaju and Mendelo al-Hedia killed.
The Colonel tasked Elektra Ovirowa with hunting Volaju, however, he later learned from Harris that her blood had the same nanomachines that Volaju did. Assuming she was working with him, the Colonel had her imprisoned.[1]
