Jeffly Frank was a sergeant in the Io Police Department and married.
Frank and another officer were searching for Domino Walker when they came across a bounty hunter, Coffee, at a gas station. They questioned Coffee and searched her car. Stunned to find a child (Edward) and dog (Ein), they brought her to the station for questioning. Frank interrogated her in his office until his wife called him. Coffee saw Ed through a window and, with Frank distracted, sneaked away with her car key to pursue.[1]

The character's name and spelling is taken from a sign on his desk. The character was credited as "Police 1." In English, the character was voiced by Steve Staley.[2]
