Carlos was a capo in the White Tiger crime syndicate.
Carlos eventually tired of the fighting between the White Tiger and Red Dragon crime syndicates. On mutual agreement with Mao Yenrai, he traveled to his headquarters and signed a truce. Unbeknownst to either of them, his ship was sabotaged and when he left the building with his men, the ship exploded and everyone on board was killed.[1]
